Estimate excise tax from the live Hacienda workflow

Hacienda's vehicle-excise page directs users to SURI to search an imported vehicle by VIN or by make, model, and year; it says VIN is the most effective method. [1] Hacienda's SURI information page also explains that older and current-model-year vehicles may require a separate value inquiry when the portal returns no cost. [2]

Close the unknowns before handing over the vehicle

  1. Ownership and lender: confirm title status, registered owner, lienholder or lessor permission, and which original or certified documents the carrier and Puerto Rico agencies will require.
  2. Carrier quote: obtain origin and destination charges, sailing assumptions, insurance terms, prohibited contents, delivery requirements, storage rules, cancellation terms, and the exact party responsible for each port step.
  3. Vehicle condition: record mileage, VIN, fuel and battery instructions, keys, accessories, exterior and interior condition, and timestamped photos at handoff and pickup.
  4. Puerto Rico sequence: identify who declares and pays the excise tax, what releases the vehicle, which CESCO transaction follows, and when Puerto Rico insurance, inspection, registration, and marbete must be active.

CESCO's current service directory covers vehicle registration, transfers, titles, duplicates, plates, and related forms. Open the exact transaction instructions after the vehicle is released rather than relying on a carrier's generic checklist. [4]

Preserve the vehicle file

  • VIN estimate, date retrieved, inputs, and any written Hacienda clarification
  • Carrier contract, bill of lading, inspection reports, photos, insurance terms, and payment receipts
  • Title, registration, lien or lease consent, identity, and authority documents used
  • Excise declaration, payment and release evidence, port records, and storage charges
  • CESCO application, inspection, insurance, registration, title, plate, and marbete records
